Such a utility would be some kind of installer that would place the sound files to a folder and then it would add all the necessary registry keys in order for a sound scheme to appear in Windows Control Panel ready to be used.
I know of Stardock Sound Packager, but this is not freeware – and it has also some flaws, not recognizing some wav files.
